Christchurch Art Gallery Te Puna o Waiwhetū is open under Alert Level 2 from Thursday 9 September. The health and safety of visitors and staff is our top priority, so to keep everyone safe physical distancing, additional cleaning, and contact tracing are all in place.

We have two new exhibitions opening soon:

  • Hellzapoppin’!: The Art of Flying Nun.
  • Toga mo Bolata'ane by Kulimoe'anga Stone Maka.

During Alert Level 2:

  • Processing of building consents will continue.
  • On-site building inspections will continue, with additional health and safety measures in place.
  • If appropriate safety protocols are not in place on a worksite our building inspectors will be unable to carry out the booked inspection. In these cases, we will need to charge our normal inspection fee for the visit.

Cemeteries are still open, and under Alert Level 2, gatherings of up to 50 people indoors and up to 100 people outdoors are allowed at funerals, burials and tangihanga.

All people must wear a face covering and stay two metres distance from others.

Life is back to normal for dogs.

  • Keep your dog on a lead when walking in your neighbourhood.
  • Dogs may be off-lead, under effective control in parks and dog parks.
  • Please remember to pick up after your dog.
  • When out with your dog, you should maintain social distancing from people you don’t know.
  • Dog-walking, day-care, grooming and other services can resume.

Events can go ahead but with restrictions. Events and venues can have a maximum of 50 people in an indoor space and 100 people in an outdoor space.

Event permits

During Alert Level 2, we will be accepting event permits.(external link) Any previously accepted permit or any new permit application will need to provide information about how the event will meet Government guidelines for Alert Level 2.

There are different arrangements in place for Council meetings that are difficult to hold in-person due to COVID-19 restrictions.

Council meetings and Committee of the Whole meetings are being held on video conference and will be live streamed,(external link) so they can be watched in public.

Committee and Community Board meetings will proceed as scheduled via video conferencing and will be either recorded or minuted and posted to the Council website as appropriate.

He Puna Taimoana(external link) will remain closed for a few additional days at Alert Level 2.

During the mandatory closure at Alert Level 3, we took the opportunity to undertake necessary maintenance works to avoid a longer pool closure at a later date. This work required the pools to be fully drained for operational access and safety.

The pools will re-open again on Monday 20 September for regular relaxation and recovery.

If you are a member, your membership will continue to be on hold and will automatically re-activate when we’re open again.


Our kerbside collection service will be running as normal.

Transfer Stations – drop off facilities

Our EcoDrop transfer stations and recycling centres at Metro Place, Styx Mill and Parkhouse Road are open to the public, no bookings are required.

We’re operating a full service, allowing you to drop off general rubbish, greenwaste and recyclable materials from 7am to 4.30pm, seven days a week.

The Ecoshop on Blenheim Road will also open under its normal operating hours.

If you live on Banks Peninsula, Barry’s Bay Transfer Station is operating under winter hours until Sunday 26 September.

We will be encouraging customers to scan in on entry via the Covid tracing app or sign in manually. QR codes will be displayed across our facilities, including at the EcoDrop Recycling Centres and at the weighbridge/kiosk areas. Manual sign-in will also be available.

All libraries will open to the public on Thursday 9 September 2021.

Entry to all libraries is limited. Government regulations for Alert Level 2 mean we need to limit capacity so that people can maintain physical distancing of 2m from others.  

Contact tracing will be in place and everyone must sign in, either with the Covid Tracer app or manually using the slips provided.

Under Alert Level 2, it’s mandatory to wear a mask indoors where people gather publicly, so please wear your mask when visiting our libraries and facilities.

All Council car parking buildings will be open under Alert Level 2. Parking charges and enforcement will be back to normal in both parking buildings and on-street.

Contact tracing will be in place in our car parking buildings and everyone must sign in.

Under Alert Level 2, it’s mandatory to wear a mask indoors where people gather publicly, so please wear your mask when visiting our car parking buildings.

All parks, gardens, playgrounds, exercise equipment, sports fields, facilities, wharfs, jetties, boat ramps and Council-owned camping grounds are open.

Information and visitor centres will open on Thursday 9 September.

Public toilets will reopen this week.

Maintain a 2m distance from other people also enjoying the parks.

A limit of 100 people is in place for sports fields

Recreation and Sport COVID-19 Alert Level 2 service updates

Graham Condon, Jellie Park, Pioneer, Taiora QEII and Cowles Stadium will all re-open from Thursday 9 September.  

To help manage numbers and avoid waiting times, an online booking system (external link)for group fitness classes, pickleball, Tumbletimes and adult swimming lessons is in place.

Bookings are essential. You can book up to seven days in advance and cancel any time via the email booking notification.

Fitness Centres and pools do not require bookings.

Swimsmart, pre-school gymnastics, sport groups and the Southern Centre

For programmes such as Swimsmart, pre-school gymnastics, the Southern Centre and sport group bookings, the standard booking process applies.

There’s no evidence that COVID-19 can be spread to humans through treated swimming pool water.

Proper operation, maintenance, and disinfection (e.g. with chlorine) of pools and hot tubs should remove or inactivate the virus that causes COVID-19. More information(external link).

We’ll have signage throughout our centres to remind you to physical distance 2m from others, with the exception of family groups, sport teams and Swimsmart children attending a lesson. We also have hand sanitiser stations set up throughout our centres and will be regularly cleaning public areas.  

We’re following guidelines from the Government, Exercise NZ, Recreation Aotearoa, Sport NZ and Worksafe for Alert Level 2, and have protocols in place to ensure your safety. These include:

  • COVID-19 signage throughout our centres.
  • National Covid contact tracing app and manual registration system.
  • Calendly online booking process for group fitness classes and bookable programmes such as Tumbletimes, Pickleball and adult swimming lessons.
  • Maximum capacities for pool spaces – please be prepared to wait if the areas you wish to use are full.
  • Very limited availability of lane and leisure swimming.
  • We will be following physical distancing guidelines in our fitness centres with reduced capacities.
  • Group fitness class limits to maintain physical distancing with classes shortened by 5 minutes to allow for less cross over of participants between classes. Yoga Mats will not be available between for use but we do encourage you to bring your own mat or large towel to use.
  • Deep cleaning prior to opening and regular cleaning of high-touch areas.
  • Hand-sanitiser stations (70 per cent alcohol) before entering and as you move around the centre.
  • Perspex screens at receptions.
  • No hiring of togs.
  • No sample try-on goggle.
  • Removal of hard-to-clean furniture surfaces.
  • Staff training to ensure Alert Level 2 guidelines are followed to protect the health and safety of everyone who visits.
  • Spin classes at Graham Condon will not be running at Alert Level 2 and additional classes will be run at Taiora QEII.

Cleaning and hygiene

  • We’ll be ‘misting’ our recreation and sport centres using a water-based aerosol sanitiser called Zoono, to provide a barrier to stop the virus from surviving on surfaces.
  • Hand sanitiser (70 per cent alcohol) stations are available at points throughout our centres.
  • We’ll be carrying out deep cleans prior to opening and regularly cleaning high-touch areas with disinfectant.
  • We’ll have cleaning solutions available to customers in the gyms so they can wipe down equipment after use.
  • We’ll increase the daily cleaning and disinfecting of public areas.
  • We’ll put COVID-19 signage in place to remind people to follow good hygiene practices, including washing hands.
  • Hard-to-clean items will be removed from the fitness centres and group fitness studios.

Physical distancing

We’ll have signage to promote 2m physical distancing in our centres and classes.

Our staff will be monitoring this. We expect all users of the centres to follow the Government’s guidelines to practise physical distancing. Behaviour that affects the comfort and/or safety of other users or staff will not be tolerated and offenders may be asked to leave the premises and could be suspended for a period of time.


The wearing of facemasks in public spaces (reception areas and hallways) is a legal requirement. We expect all users of the centres to respect this. People who are unable to wear masks and bring in a document stating this will be granted access. Pre-schoolers are not required to wear masks for Tumbletimes or preschool gymnastics.

Mask use around the poolside is recommended when not using the pool.

Contact tracing

People visiting our facilities are required to sign in using the national COVID Tracer app/scanning the QR code so we can help keep you safe.

For those people who don’t have a smartphone, a sign-in register will be available on entry.

Caregivers of young children can simply scan themselves in once for their children.

The contact tracing information is kept private and secure and will only be used by the Ministry of Health if needed. The information is permanently deleted after 60 days.


Paywave is available for EFTPOS transactions. We will also accept cash.

Flexi membership payments

All memberships will restart on Thursday 9 September. Flexi Fitness, Pool, Multi and Swimsmart direct debit payments will resume on Monday 13 September.

If you had a scheduled direct debit payment that was due during the lockdown period, there may be a prorated amount taken on this date to cover the period between 9 September and your next due payment.

If you made a payment prior to or during the first 3 days of the lockdown, your next direct debit payment will be adjusted to reflect this payment.

Fixed memberships and concessions

Fixed memberships were frozen for the period of the lockdown. Your membership restarts on Thursday 9 September and will be extended for 22 days: The length of the lockdown.

Fixed Swimsmart members are not being extended.  We will be issuing credits for fixed members.

Concession card expiry dates have been extended for 22 days: The length of the lockdown.

Our membership and admission fees will stay the same.

Freezing memberships

We understand if you choose to freeze your membership and will continue to offer various options to freeze or extend your membership.

Opening hours

Opening hours remain the same as before. Please check your Rec and Sport Centre (external link)for opening hours.

Arriving at a centre

Please make sure you’ve already booked a session before you arrive for group fitness and Tumbletimes. The centres will have managed entry/exit points. This is to ensure contact tracing can happen. We’ll have staff available to assist you on entry.

With your smartphone, simply scan the QR code at the entrance to the centre. You don’t need to scan on the way out.

Caregivers of young children can simply scan themselves in once for their children.

There may be a small queue as you enter and complete the contact tracing process. We’ll keep people moving as quickly and as safely as possible and ensure physical distancing.

Aquatics services

The following aquatics services are not available under Alert Level 2:

  • Steam, saunas.
  • The Jellie Park spa.
  • Graham Condon main pool leisure space.
  • Hydrotherapy equipment, aqua-jogging belts and kick boards will be limited. Please return them after use for cleaning.
  • Hiring togs, towels and goggles.
  • Hairdryers.
  • Water fountains, except to fill drink bottles.
  • Inflatables and pool toys.
  • The waves will not operate in the leisure pools.

Changing rooms

Changing rooms are available with limited capacity. To avoid overcrowding please try to change at home and arrive wearing swimwear. Limited showers will be available but please shower as quickly as possible to avoid overcrowding and waiting.

Pool-side seating

Signs will be poolside asking people to keep safe distances. For swim education, one caregiver per child is allowed poolside.

Lane swimming

Lanes will be limited to one person per lane. We ask that you limit your swim to 20-30 minutes to help others have a turn

We will provide empty buffer lanes between groups and public lanes where required to help maintain a 2m distance

Leisure spaces

Leisure spaces are open but with very limited capacity. You may have to wait if the area is full.

Women-only swimming

Women-only swimming will not be held in the Teach Pool at Pioneer on Sundays from 2pm to 4pm.


To increase space for physical distancing, we need to limit spectators to one spectator per swim lesson student.

Swim nappies

You can still buy swim nappies.

Hydrotherapy pool

The hydrotherapy pool will be open but due to reduced capacity, we ask that only people undertaking therapy or rehabilitation activities use the hydrotherapy pool. If the pool is at full capacity, please wait until someone leaves before your enter.

Spa pools

Spa pools are open with very limited capacity and a time limit of 5 minutes to allow a quick soak after exercise. Please respect the time limit and physical distancing. If the pool is full you may have to wait.


Aqua-jogging will be available with limited capacity. You may have to wait if the lane is full.

Hiring togs, or trying on sample goggles

For hygiene reasons, we won’t be hiring out togs or allowing the trying on of sample goggles. Please bring your own.


Valuable items will be accepted over the reception for safekeeping.

Retail items

Retail items can still be purchased, but please use hand sanitiser before picking up items.

Wheelchair users

Customers who need physical assistance will need to be accompanied by a caregiver. Staff cannot provide assistance other than in the event of an emergency, such as an evacuation.

Group fitness pass and Aquafit tags

Class bookings are now through our online (external link)(or by phoning 03 941 8999) and will be checked off at reception. You don’t need to collect a group fitness pass or Aquafit tag.

We have gone through an extensive review of our COVID Alert Level 2 Swimsmart Programme and have made changes based on the guidelines of the New Zealand Swim Coaches and Teachers Association, Sport New Zealand, Swimming New Zealand and the Government.

This means all lessons, for all levels – including adult lessons will continue to run.  Below are the guidelines and restrictions when attending lessons:

  • You must wear a mask when entering the facility.  This can be removed once you are in the learn to swim area.
  • Contact tracing is mandatory for anyone over the age of 12 years.  This can be done via the NZ COVID Tracer app, or by manually completing a sign-in slip at the main entrance.
  • Instructors will be in the water where required
  • Limit of 1 parent/caregiver poolside.  Siblings will not be able to sit and watch.  This may mean you will need to drop off at the entry point and return at the end of the lesson to collect the child from the exit point.
  • Instructors can be in the water.
  • Close contact between teacher and student is allowed. Physical distancing requirements do not apply in learn to swim classes. 
  • The New Zealand Swim Coaches and Teachers Association has advised that swimming lessons fall under the following COVID – Level 2 Education guideline:

School events or activities like performances, cultural events and sports can continue. Akonga (students) and teachers do not need to physically distance. But parents, caregivers and whanau who visit the school should try to keep 2 metres apart from people they do not know. 

This means that in the water, children will be able to participate in their lessons with their instructor – however out of the water the 2 metres physical distancing applies.

If a child wishes to have a recreational swim after their lesson.  They will need to exit their lesson and go through reception to ensure there is capacity.  They will not be able to go directly from their lesson into a leisure space.

To ensure physical distancing is maintained

  • Please only arrive a couple of minutes prior to your lesson commencing through the designated entry.
  • Please exit the pool area immediately after your lesson through the designated exit.
  • We request that children attend lessons already changed in their swimwear and where possible leave in their swimwear.
  • Bring a drink bottle if required – drinking fountains will not be operational.

Bubbletimes and Sleepytimes

Bubbletimes and Sleepytimes will not run at COVID Alert Level 2.

Free swimming for under-fives and Green Prescription Card swimming is still available during school hours, Monday to Friday, during school terms.

Pre-school Gymnastics classes

Pre-school classes will continue running to their normal schedule. There will be a limit of one caregiver per child. Caregivers will need to be able to stay with their children as they move around. 

Please keep 2 metres distance apart, wash your hands before and after each session and please do not attend if your or your child is unwell. Caregivers must wear masks during the session, preschoolers do not need to wear a mask.

Tumbletimes sessions

Tumbletimes sessions are running in a reduced capacity of 20 children with one caregiver each session. Please check the details of the days and sessions(external link).

The 9.15am sessions for Pioneer on Mondays and Thursdays will now run slightly earlier from 9am to 10am.

You must book through our new online booking system(external link) to attend Tumbletimes. You can book up to seven days in advance and cancel any time via the email booking notification. There’s a maximum of two children per adult and you must book each child in separately.

Please keep 2 metres distance apart, wash your hands before and after each session and please do not attend if your or your child is unwell. Caregivers must wear masks during the session, preschoolers do not need to wear a mask.


To ensure effective cleaning, we’ll only be using the big gymnastics equipment. The small equipment ‒ such as push toys, balls, hoops, ribbons, etc ‒ will not be used. No stamps will be given out at the end of class.

The equipment is cleaned after every session and has also been fogged.


Pickleball will start again at Pioneer on Friday 10 September. You must book through our new online booking system to attend and there will be a maximum of 20 booking spaces for four courts.

Please wear your mask while you move through the building to the Pickleball courts but you may take them off when you being to play.

The sessions will run slightly earlier from 8.45am to 10.15am. At the end of the session, you will need to exit out the stadium as directed by staff.

The Southern Centre is open.

You can bring up to 6 children or adult participants with a support adult.

Please wait in the area outside the Southern Centre and staff will let you know when you can enter the room. The stairs and lift can be used.

Masks are mandatory, if you are unable to wear a mask please bring a supporting document.

All of the big pieces will be out, but there may be some restrictions on the smaller pieces to ensure they can be cleaned properly between sessions. Equipment will be cleaned between each session.

Sensory Swimming

Sensory swimming sessions will start this weekend, Saturday 11 September at reduced capacity. If you would like to attend this session, please book.(external link)

Our sports fields and Nga Puna Wai Sports Hub are open.

Please refer to your Regional Sports Organisation for guidance on training and games.

Please arrive at the facility in time for your game or training. Please don’t arrive early and wait, as we need to limit numbers to ensure physical distancing. This includes waiting in the foyer areas.

Under Alert Level 2, spectators are not permitted in the pool halls to watch training or games. This is to manage numbers across a number of different activities happening in these spaces.

Spectators in the sports halls will be counted as part of the 50 maximum capacity and will be managed by the booking holder.

Your sports association or club can give you more detailed information, including how they plan to manage the scheduling of games, warm-ups and spectators.

Our campgrounds at Spencer Beach Holiday Park, Duvauchelles Holiday Park, Okains Bay and Pigeon Bay are open.

You must book and pay online for all sites except Pigeon Bay, which is operating with a deposit box for casual campers, and online payments for annual site holders.

Cleaning frequencies are in line with the Government’s Alert Level 2 guidelines.

Additional hand sanitiser dispensers will be available outside amenity blocks. Disinfectant spray will be available in shared spaces to wipe down surfaces.
